Under the general direction of the Secretary, Codex Alimentarius Commission, the incumbent will assist in the administration and execution of scientific and technical aspects of the Joint FAO/WHO Food Standards Programme within the Secretariat, Codex Alimentarius Commission (AGNC). In particular, the incumbent will:

act as Secretary or Assistant Secretary of various technical and regional subsidiary bodies of the Commission concerned with the development of food standards and related texts for the protection of consumers’ health and the assurance of fair practices in food trade, including the preparation of agendas, technical and other working documents, and reports of the session;
prepare the final standards drafted by these bodies for publication following their adoption by the Commission;
participate in the preparation of technical papers and reports for the Commission and its Executive Committee;
attend, on behalf of the Joint FAO/WHO Food Standards Programme, meetings of other bodies or organizations engaged in food standards and related work;
participate in the work of international expert bodies convened to provide scientific or technical advice to the Commission;
provide, on the request of governments or other interested parties, information concerning food standards and related matters;
perform other related duties as required.

Minimum Requirements:

Candidates should meet the following:

Advanced University Degree in Food Science, Chemistry, Biochemistry, Microbiology, Veterinary or Public Health, or related subject;
Five years of relevant experience in the development and application of food standards and food control programmes at national, regional or international level;
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese or Russian.

Selection Criteria:

Candidates will be assessed against the following:

Scope and depth of experience in the development and application of food standards and food control programmes, in relation to food safety and quality, at national, regional or international level;

Demonstrated ability to analyse technical information and prepare clear and concise reports in English;

Duties and Responsibilities:

Organizational Setting: The post is located in the Plant Genetic Resources Team, AGPMG, in the Plant Production and protection Division (AGP)
Main Purpose/Contacts: The Programme Specialist (Seed Sector Development) will provide technical expertise and contribute to the technical design and delivery of a programme in support of sustainable crop production intensification (SCPI). The incumbent will collaborate with staff at various levels across the Organization including FAO’s Decentralised Offices, FAO Representations, in national governments and with national, regional and international organizations.
Supervision Received/Exercised: The Programme Specialist works under the general direction of the Director, AGP and the direct supervision of the leader of the AGPMG Team and, as necessary, provides technical guidance and supervision to team members.

Main Duties and Responsibilities: As a member of the AGPMG Team, the incumbent will organize, plan and deliver advice and programme μmanagement support to strengthen national and regional seed systems in both the public and private sectors within the framework of SCPI, the Global Plan of Action on Conservation and Utilization of Plant Genetic Resources for Food and Agriculture (GPA-PGRFA) and the International Treaty on Plant Genetic Resources for Food and Agriculture. In support of these objectives, the incumbent will:

Identify and analyse critical challenges and threats facing national and regional seed systems in the context of SCPI, climate change and food security;
Develop targeted strategies to address these challenges at national and regional levels including through seed policy formulation, harmonization of seed rules and regulations, public and private partnerships, the development of local seed enterprises and linking the formal and informal seed sectors;
Formulate and implement projects to deliver a programme of work in support of the seed sector in member countries with emphasis on the link between plant breeding and variety development, efficient variety release systems, seed production and creating an awareness of new varieties among smallholder farmers;
Build and contribute to monitoring and reporting systems that provide critical information to stakeholders at national, regional and international levels on key factors impacting seed systems;
Create and engage in networks of collaboration amongst technical specialists in governments and partner organizations including the public and private sectors to promote issue awareness, programme coordination, collaboration and information exchange related to seed sector development;
Advise the Division on key issues of overall programme performance and emerging trends that affect programme direction;
Represent the Organization and Division in international meetings on technical issues/challenges related to seed sector development;
Share knowledge to expand the understanding of colleagues within the team and promote greater effectiveness in programme design and delivery;
Prepare case studies, reports, guidelines, publications and presentations in support of programme delivery.

Minimum Requirements:

Main Duties and Responsibilities: As a member of the AGPME Team in the Plant Production and Protection Division (AGP), the incumbent will organize, plan and deliver specialist advice and technical support to enhance sustainable crop production intensification (SCPI) in member countries with emphasis on climate change adaptation, mitigation, biodiversity and land degradation assessment. In support of these objectives, the incumbent will:

Analyze critical challenges and threats to sustainable crop production intensification (SCPI) and food security faced at national and regional levels;
Participate in the formulation of targeted strategies to respond to these challenges and threats that allow FAO member countries to implement agricultural production components of their National Adaptation Programmes of Action (NAPAs);
Formulate and implement projects to deliver a programme of work in support of SCPI related to crop management (including crop livestock systems), soil health and soil degradation and climate change adaptation and mitigation;
Run monitoring and reporting systems that provide critical information on key factors impacting SCPI to key stakeholders at national, regional and international levels including grasslands and crop/livestock systems related to climate change and soil conservation, sustainability of practices, drought mitigation, desertification control and land degradation assessment;
Maintain and engage in networks of collaboration amongst technical specialists to gather information and promote awareness of technical issues;
Advise the team on key issues related to project performance and substantive matters that may affect programme delivery and direction;
Maintain awareness on issues and approaches relevant to SCPI particularly with respect to activities under the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity and share knowledge with colleagues;
Prepare case studies, guidelines, reports, publications and presentations in support of programme delivery.

Duties and Responsibilities

Under the overall supervision of the Director, AGS, and the direct supervision of the Senior Officer, Agribusiness and Finance Group, will participate in the development and implementation of programme and policy activities relating to agribusiness and food systems development. In particular, will:

Provide technical guidance to improve and strengthen financial services for agricultural and agribusiness enterprises and broader finance and investment issues impacting on agro-industries, food systems and value chain development;
Participate in the design and implementation of agribusiness and rural infrastructure programmes, especially in relation to finance and investment; as requiredn provide technical backstopping to field projects;
Participate in data collection and analysis and developing technical papers relating to agribusiness and food systems investment on topics such as enabling environments for investment, financial services, institutional strengthening and public-private partnerships;

Appraise capacity building needs relating to finance which support improved impacts of agrifood systems and food security; develop training materials and participate in the conduct of training courses;
Participate in project development and resource mobilization in support of Divisional initiatives;
Prepare and participate in technical meetings; disseminate information and data through both electronic exchanges and websites, conferences and publications;
Develop and maintain working contacts with counterparts in other organizations, associations, private sector firms and development agencies working in finance and agribusiness; participate actively in relevant FAO inter-disciplinary groups;

Minimum requirements

Advanced University Degree in Agricultural or Agribusiness Finance, Agricultural Economics or Applied Economics with Finance as a main subject
Five years of relevant experience in one or more of the following areas: agricultural and/or agribusiness finance, finance, value chain finance and/or agricultural and
rural investment banking which included relevant working experience in developing countries

Επετεύχθη εξάλειψη του τύφου των βοοειδών όπως υποστηρίζει ο FAO

Ο Οργανισμός Τροφίμων και Γεωργίας των Ηνωμένων Εθνών (FAO) ανακοίνωσε ότι πιθανότατα επετεύχθη εξολόθρευση του θανατηφόρου ιού "τύφος των βοοειδών", σύμφωνα με την εκτίμηση επιστημόνων χάρη σε ένα εντατικό πρόγραμμα εξετάσεων και εμβολιασμών.

Επιδημία του τύφου των βοοειδών (1900)

Αν οι εκτιμήσεις των επιστημόνων επιβεβαιωθούν, ο τύφος των βοοειδών είναι η δεύτερη ιογενής ασθένεια που εξαλείφεται από τον άνθρωπο, έπειτα από τον ιό της ευλογιάς. Επίσημη ανακοίνωση ωστόσο για το θέμα αναμένεται να γίνει από τον Παγκόσμιο Οργανισμό για την Υγεία των Ζώων το 2011.

«Από τα μέσα του 2010, o FAO είναι πεπεισμένος ότι ο ιός του τύφου των βοοειδών έχει εξαλειφθεί από την Ευρώπη, την Ασία, τη Μέση Ανατολή, την Αραβική Χερσόνησο και την Αφρική» αναφέρει η τελευταία έκθεση προόδου για το θέμα.

Ο ιός RPV της ασθένειας προκαλεί πυρετό, έλκη στη στοματική κοιλότητα, διάρροιες, νέκρωση των λεμφαδένων και τελικώς το θάνατο. Όταν "ταξίδεψε" στην Αφρική στα τέλη του 19ου αιώνα, αποδεκάτισε το 80% με 90% των αγελάδων και και των βούβαλων που εκτρέφονταν στην ήπειρο.

Η εξάλειψη του ιού χαρακτηρίζεται ως το μεγαλύτερο επίτευγμα στην ιστορία της κτηνιατρικής και αναμένεται να σώσει τις ζωές και τα εισοδήματα εκατομμυρίων ανθρώπων χαμηλού εισοδήματος.

Ο τύφος των βοοειδών είναι μια από τις πιο θανατηφόρες ασθένειες για τις αγελάδες. Κανονικά οι επτά στις 10 αγελάδες που προσβάλλονται από τον ιό θα πέθαιναν, όμως τη δεκαετία του ’60 ο κτηνίατρος Walter Plowright ανέπτυξε ένα αποτελεσματικό εμβόλιο που κατέστησε την ασθένεια ελεγχόμενη.

Ωστόσο, τα επόμενα χρόνια ο ιός δεν κατάφερε να εξαλειφθεί επειδή δεν υπήρχε συντονισμός και οι χώρες προχωρούσαν μεμονωμένα σε εμβολιασμούς, καταστέλλοντας περιοδικά την ασθένεια. Πρόοδος σημειώθηκε μόνο όταν άρχισαν να υλοποιούνται συντονισμένα προγράμματα για την καταπολέμηση του τύφου των βοοειδών.

Η επιτυχία του τελευταίου προγράμματος του FAO οφείλεται όχι μόνο στον καλύτερο συντονισμό, αλλά και στη διάθεση μιας απλής εξέτασης που επιτρέπει στους φτωχούς εκτροφείς να αναγνωρίζουν μόνοι τους τα άρρωστα ζώα.

O OHE επιβεβαίωσε την οριστική εξάλειψη της ευλογιάς το 1979. Η επόμενη ιογενής ανθρώπινη ασθένεια που αναμένεται να εξαλειφθεί σχετικά σύντομα από τον πλανήτη είναι η πολιομυελίτιδα.

ΟΗΕ: Νέοι διεθνείς κανόνες για τη μελαμίνη σε προϊόντα διατροφής και για τα λαχανικά σε συσκευασμένες σαλάτες

Ο ΟΗΕ όρισε, από τις 6 Ιουλίου, ένα ανώτατο όριο ανοχής της παρουσίας μελαμίνης στα προϊόντα διατροφής, δύο χρόνια μετά το σκάνδαλο με το κινεζικό βρεφικό γάλα που ήταν επιμολυσμένο με μελαμίνη και είχε προκαλέσει το θάνατο πολλών βρεφών στην Κίνα. Επίσης όρισε νέους κανόνες για τα λαχανικά στις συσκευασμένες σαλάτες.

Σκόνη γάλακτος με μελαμίνη

Η Επιτροπή Codex Alimentarius, που συνήλθε αυτήν την εβδομάδα στη Γενεύη, όρισε το ανώτατο όριο του 1 χιλιοστόγραμμου ανά κιλό στα προϊόντα που προορίζονται για τη διατροφή παιδιών και των 2,5 χιλιοστόγραμμων ανά κιλό για τα λοιπά διατροφικά προϊόντα.

Η επιτροπή αυτή, η οποία δημιουργήθηκε το 1963 από τον Παγκόσμιο Οργανισμό Υγείας (Π.Ο.Υ) και τον Οργανισμό Τροφίμων και Γεωργίας του ΟΗΕ (F.A.O), εκδίδει κανόνες για τη διατροφική ασφάλεια για τους εξαγωγείς, αλλά και τους εισαγωγείς.

Ο Π.Ο.Υ υπογράμμισε εξάλλου ότι η παρουσία της τοξικής αυτής χημικής ουσίας στα προϊόντα διατροφής θα πρέπει κατά κάθε τρόπο "να μην είναι σκόπιμη".

Στα τέλη του 2008 το σκάνδαλο με το κινεζικό βρεφικό γάλα σε σκόνη που ήταν επιμολυσμένο με μελαμίνη είχε προκαλέσει σάλο στην Κίνα, όπου πολλά βρέφη που είχαν καταναλώσει το γάλα αυτό είχαν πεθάνει, ενώ 300.000 παιδιά είχαν αρρωστήσει.

Μετά τους θανάτους και τη νοσηλεία των παιδιών αυτών οι αρχές προχώρησαν στη Κίνα, αλλά και στο εξωτερικό, σε μια μαζική απόσυρση όλων των κινεζικών προϊόντων που περιείχαν γάλα.

Η επιτροπή αυτή του ΟΗΕ όρισε επίσης νέους κανόνες όσον αφορά τις συσκευασμένες σαλάτες.

Μόριο Μελαμίνης

Σύμφωνα με την απόφαση που πήρε στη σύνοδό της στη Γενεύη, η κοπριά δεν θα πρέπει να χρησιμοποιείται ως λίπασμα για τα μαρούλια και τα άλλα φρέσκα λαχανικά που προορίζονται για έτοιμες, συσκευασμένες σαλάτες, ώστε να αποφεύγονται επικίνδυνες ασθένειες.

Επίσης θα πρέπει να αποφεύγεται η χρήση μολυσμένου νερού στα λαχανικά που προορίζονται για τις συσκευασμένες σαλάτες, καθώς αυτές τρώγονται ωμές και δεν περνούν από τη διαδικασία του ψησίματος, έκρινε επίσης η επιτροπή, ορίζοντας νέες προδιαγραφές.

"Το πρόβλημα είναι παγκόσμιο", δήλωσε ο Γέργκεν Σλουντ, διευθυντής του τμήματος του ΠΟΥ για την ασφάλεια των τροφίμων και τις ασθένειες που μεταδίδονται από τα ζώα, ο οποίος συνέδεσε τη χρήση κοπριάς με το ξέσπασμα ασθενειών στις ΗΠΑ και σε άλλες χώρες.

Η χρήση κοπριάς "είναι κατανοητή σε διάφορα συστήματα παραγωγής, όμως όταν παράγεις φρέσκες σαλάτες που δεν θα περάσουν από τη διαδικασία του ψησίματος υπάρχει πρόβλημα", σημείωσε.

FAO: Αύξηση στις τιμές τροφίμων για την επόμενη δεκαετία και ανησυχίες για την ασφάλεια των τροφίμων

Αύξηση σε ποσοστό 15% - 40% σε σχέση με τα ανώτατα επίπεδα της περιόδου 1997 -2006 θα κυμανθούν οι τιμές των σιτηρών κατά μέσο όρο, τα επόμενα δέκα χρόνια, σύμφωνα με την ετήσια κοινή έκθεση του Οργανισμού Τροφίμων και Γεωργίας FAO και του Οργανισμού για την Οικονομική Συνεργασία και Ανάπτυξη (Organisation for Economic Co -operation and Development - O.E.C.D.).

Αύξηση τιμών τροφίμων

Παράλληλα, σύμφωνα με τα όσα αναφέρει η έκθεση οι πραγματικές τιμές για τα φυτικά έλαια αναμένεται να αυξηθούν σε ποσοστό πάνω από 40%. Οι τιμές παραγωγού στα γαλακτοκομικών υπολογίζεται ότι θα κυμανθούν κατά μέσο όρο μεταξύ 16% - 45% υψηλότερα. Πτώση, ωστόσο, καταγράφουν οι τιμές παραγωγού αγροτικών αγαθών σε σύγκριση με το ρεκόρ ανόδου που σημείωσαν πριν δύο χρόνια σύμφωνα με τον Οργανισμό Τροφίμων και Γεωργίας F.A.O. Παρ' όλα αυτά, οι τιμές είναι απίθανο να πέσουν στα επίπεδα της τελευταίας δεκαετίας.

Οι αυξήσεις στις τιμές των ζώντων ζώων για τα επόμενα δέκα χρόνια αναμένεται να είναι λιγότερο έντονες, ωστόσο η παγκόσμια ζήτηση για κρέατα αναπτύσσεται γρηγορότερα σε σύγκριση με άλλα αγροτικά αγαθά αφενός μεν λόγω της αύξησης του πλούτου, αφετέρου δε εξαιτίας της αλλαγής διατροφικών συνηθειών στις αναδυόμενες οικονομίες.

Η έκθεση του F.A.O. προβλέπει ότι η παγκόσμια παραγωγή αγροτικών αγαθών θα αυξάνεται με πιο αργούς ρυθμούς κατά την επόμενη δεκαετία σε σύγκριση με τα προηγούμενα δέκα χρόνια, αλλά σε κάθε περίπτωση παραμένει στον σωστό δρόμο. Η Βραζιλία είναι μακράν η ταχύτερα αναπτυσσόμενη παραγωγός χώρα σε τρόφιμα, με την παραγωγή της να αναμένεται να αυξηθεί πάνω από 40% από σήμερα μέχρι το 2019. Αύξηση της παραγωγής αναμένεται σε ποσοστό πάνω από 20% για την Κίνα, την Ινδία, τη Ρωσία και την Ουκρανία.

Η έκθεση επισημαίνει ότι παρά το γεγονός πως παγκοσμίως παράγονται αρκετά τρόφιμα για να καλυφθεί η ζήτηση, οι πρόσφατες ανατιμήσεις των τιμών σε συνδυασμό με την οικονομική κρίση συνέβαλαν στην αύξηση της ανέχειας και την ανασφάλειας για την εύρεση τροφίμων.
