Position title: Agricultural Finance Officer

Duty station: Rome (Italy)

Organizational unit: Rural Infrastructure and Agro-Industries, Agriculture and Consumer Protection Department, AG

Duration: 3 years

Duties and Responsibilities

Under the overall supervision of the Director, AGS, and the direct supervision of the Senior Officer, Agribusiness and Finance Group, will participate in the development and implementation of programme and policy activities relating to agribusiness and food systems development. In particular, will:

Provide technical guidance to improve and strengthen financial services for agricultural and agribusiness enterprises and broader finance and investment issues impacting on agro-industries, food systems and value chain development;
Participate in the design and implementation of agribusiness and rural infrastructure programmes, especially in relation to finance and investment; as requiredn provide technical backstopping to field projects;
Participate in data collection and analysis and developing technical papers relating to agribusiness and food systems investment on topics such as enabling environments for investment, financial services, institutional strengthening and public-private partnerships;
Provide technical assistance to FAO member countries on ways to address strategy and policy issues for finance and investment which support increased flows of financing for the agricultural sector, especially to small and medium agribusiness enterprises;
Appraise financing and investment requirements for agribusiness and agricultural value chains and recommend appropriate financing strategies for reducing risk and improving effectiveness;
Appraise capacity building needs relating to finance which support improved impacts of agrifood systems and food security; develop training materials and participate in the conduct of training courses;
Participate in project development and resource mobilization in support of Divisional initiatives;
Prepare and participate in technical meetings; disseminate information and data through both electronic exchanges and websites, conferences and publications;
Develop and maintain working contacts with counterparts in other organizations, associations, private sector firms and development agencies working in finance and agribusiness; participate actively in relevant FAO inter-disciplinary groups;
Perform other related duties as required.

Minimum requirements

Candidates should meet the following:

Advanced University Degree in Agricultural or Agribusiness Finance, Agricultural Economics or Applied Economics with Finance as a main subject
Five years of relevant experience in one or more of the following areas: agricultural and/or agribusiness finance, finance, value chain finance and/or agricultural and
rural investment banking which included relevant working experience in developing countries
Working knowledge of English, French or Spanish and limited knowledge of one of the other two

Selection criteria

Candidates will be assessed against the following:

Relevance of experience related to policy issues, strategies and programmes for fostering finance and investment in agriculture, agro-industries, agro-enterprises, agricultural value chains, and rural infrastructure
Demonstrated experience in working with and depth of understanding of agribusiness, including small and medium sized enterprises, and agricultural value chains
Depth of knowledge of and capacity to analyze and communicate effectively on critical issues of finance and investment affecting governments, agribusinesses/agro-enterprises and rural infrastructure development in developing countries and in helping to formulate strategies and policies to address them
Demonstrated experience in appraising capacity building needs relating to rural, agricultural and agribusiness finance and in assisting member countries develop training programmes and in organizing and conducting training activities
Quality of analytical and writing skills with evidence of technical publications and papers
Extent of language skills
Demonstrated networking skills to form working partnerships and strategic alliances with both public and private organizations.
