LEI officer to lead on agriculture and environment issues at the British Embassy in Paris

An exciting opportunity has opened at the British Embassy in Paris for a temporary full-time LEI officer to lead on agriculture and environment issues within the Embassy's Europe team.

The successful candidate would be expected to start work in early May or as soon as possible thereafter. The contract would be for an initial one-year period, but may be extended by mutual agreement.

Main Duties and Responsibilities
The position would be responsible for the following policy areas:
Agriculture/Fisheries/Environment (roughly 60% of the time): agriculture (including the Common Agricultural Policy); animal welfare; food; fisheries; rural development; and environment (GMOs, soils, biodiversity, water, pesticides etc).

This will require:
  • Monitoring and analysing developments in France’s policy making at a regional, national and European level, and assessing them against UK policies.
  • Seeking out, developing and delivering opportunities for UK-French co-operation, both bilaterally and within the EU context.
  • Developing and maintaining a network of key French contacts, including with international organisations based in Paris.
  • Lobbying and influencing the French Government, Parliament, business and civil society.
  • Identifying opportunities and organising senior official and ministerial visits to France, as well as public diplomacy events.
  • Supporting the Head of the Europe team on the Common Agricultural Policy in the context of EU Budget and Financial Perspectives negotiations.
  • Liaising with key Whitehall players on relevant policy areas.
Other policy areas (roughly 40% of the time)

The successful candidate will also be expected to lead on other bilateral and EU issues on a case by case basis (e.g. structural funds etc). The precise policy areas are subject to change according to French and EU priorities.

Skills

Language
Fluent English and French are essential. Both languages will be tested as part of the recruitment process.

Communicating and influencing
Much of the work involves communicating and influencing, both externally (with French colleagues) and internally (within the British Government, especially DEFRA). The successful candidate will need to demonstrate an ability to communicate and influence professionally and convincingly.

Working with others
The successful candidate will need to have well-developed interpersonal skills and be comfortable working in a small, busy and dynamic team, with ever-changing priorities.

Strategic awareness/analysis
A key element of the job is understanding the policy context of the work and being able to make the link easily with wider government work and objectives. The successful candidate will need to demonstrate an ability to make sense of information from a wide range of sources and take into account wider political, social and economic factors, as well as the implications of proposed recommendations.

Knowledge
An understanding, or previous experience, of French priorities in the agricultural and environmental field and/or of EU agriculture/environment policies would be an advantage. An understanding of EU processes and the institutions would also be welcome.

Salary
The basic gross salary will be €3167 per month.
