The CGIAR Consortium Office is now seeking two dynamic, innovative Program Officers to coordinate and monitor the activities of the CGIAR Research Programs that are being created.

Location: Montpellier, France
Duration: Three years (renewable)
Reports to: Chief Scientific Officer
Direct Supervision of: Science team support staff.
Works with: CRP Steering teams and Consortium Office, including consultants.

Job Description:

The Program Officer (PO) represents the Consortium Office in CRP steering teams. The Officer collaborates closely with the CRP leadership to facilitate the implementation of the above responsibilities. S/he also liaises with external research communities to facilitate relevant partnerships with the CRPs, as appropriate.

Responsibilities:
  • Support the management of three CGIAR Research Programs from Program design to implementation, monitoring and evaluation of results. To this effect, participate in CGIAR Research Programme steering teams, providing insights on best practices across the CRPs, analysing synergies, identifying areas of possible improvements, overlaps and gaps where appropriate. Act as primary liaison to and on behalf of the Consortium Office within the CRP's. Provide reports and regular updates on progress in the CRPs to the Consortium Office, Chief Scientific Officer and Board as required. Work with CO communication and finance teams to provide regular input from CRP's
  • Support the Chief Scientific Officer in research strategy development, donor coordination, internal and external communications, and advocacy for the unique role the new CGIAR needs to play in international agricultural research for development in the years to come
  • Facilitate the CRP team's creation of a strategy measurement plan that tracks progress, measures effectiveness and informs decisions about how best to achieve results and impact, at different levels and for the different stakeholders targeted by the work of the CGIAR
  • Work with the Chief Scientific Officer, CRP steering teams and other Program Officers to develop research performance measurement, learning and evaluation (MLE) plans that are consistent with this overarching measurement plan, technically sound, and connected to strategic learning and decision making
  • Work with the Chief Scientific Officer and CRP steering teams to determine evaluation priorities, objectives, scope, and methodology; and to lead the design and management of multi-year independent evaluations where appropriate
  • Analyse, synthesise, and communicate internally and externally, findings from evaluations to assure that data are integrated into the functioning of the research teams
  • Support reporting and analysis needs related to results
  • Assess and recommend opportunities for cross-Program synergies and for addressing gaps in the overall agenda
  • Develop relationships with international experts to support research, analysis and learning.
  • Anticipate and respond to requests for analysis of key topics from CGIAR leadership and provide support external communications. Facilitate scientific foresight in the CRPs, in collaboration with the ISPC, to identify big trends in the sciences of relevance to the CRPs
  • Prepare written briefs and short reports to synthesize existing literature to support decision making within the research Programs
  • Provide analytical support to other program officers, Chief Scientific Officer and the Board as required
  • Communicating research and research results to different audiences including the Chief Scientific Officer
  • Maintain extensive network of evaluators and experts in evaluation for the team to draw upon
  • Stay abreast of trends in development evaluation, and agriculture specifically, innovate and apply best practice to improve learning and data-driven decision making in the team
Requirements:

Expert knowledge of agriculture and food security issues in developing countries, with particular expertise in one or more of the following areas:
  • International agricultural research experience in public or private sectors
  • International agricultural development experience, including working with issues relevant to the developing world and in the developing world
  • Track record of success in research priority setting and evaluation in a complex organizational setting;
  • Knowledge of related international research stakeholders and other agricultural development stakeholders, including National and Regional institutions and governments.
  • Knowledge of research methods and approaches in international agricultural research, including strategies for effectively communicating research results and linking research to policy and influencing policy changes
  • Superior interpersonal, consultative and negotiation skills
  • Ability and willingness to travel internationally
  • Demonstrated ability to work with efficiency, flexibility and diplomacy as part of a global team effort, in a multicultural and multi-institutional environment.
  • Must be able to create and engender trust and transparency in all relationships.
  • Demonstrated commitment to the CGIAR's core values, mission, and programs and to serving our grantees
  • At least 10 years of international research experience, with a PhD in one of the agricultural sciences (including social sciences and natural resources management or ecology). Experience in at least one of the CRP areas essential.
